The Office of the Chief Human Capital Officer (OCHCO) serves as the primary authority for human capital management at the U.S. Department of Housing and Urban Development (HUD). OCHCO leads department-wide human capital strategy and operations to support a mission-ready workforce through the delivery of integrated services across the full employee lifecycle.
Office of Human Capital Services (HCS) This position is located in the Department of Housing and Urban Development (HUD), Office of the Chief Human Capital Officer (OCHCO), Office of Human Capital Services (HCS). HCS provides essential workforce support and operational HR solutions through the following Department-wide functions: Strategic and Operational Classification, Recruitment, and Staffing services; Payroll, Benefits, and Retirement services; Career/Life balance programs such as Employee Health & Wellness and Reasonable Accommodations; and Personnel Security Services.
As a HR Specialist (Compliance - Recruitment & Staffing Specialist), you will:
- Plan and conduct program-wide compliance reviews of recruitment and staffing operations across HUD organizations.
- Interpret federal staffing laws, OPM regulations, Executive Orders, and HUD policy to assess systemic compliance risks.
- Evaluate SSP service delivery for alignment with HUD regulatory and control requirements.
- Analyze trends in compliance findings to identify root causes and emerging risk areas.
- Develop and recommend HUD-specific compliance guidance, controls, and procedural improvements.
-Evaluating recruitment and staffing programs for compliance with federal laws, including Title 5, merit system principles, and veterans' preference requirements; AND
-Interpreting and applying OPM regulations, Executive Orders, and agency policies to provide guidance on complex staffing and compliance issues; AND
-Conducting compliance reviews, audits, or assessments of HR programs to identify risks, control weaknesses, and areas for improvement; AND
-Analyzing data and trends related to hiring operations to determine root causes of compliance issues and recommend corrective actions; AND
-Developing or recommending policies, procedures, or internal controls to improve recruitment and staffing program effectiveness; AND
-Advising senior leadership or management officials on HR compliance, staffing risks, and workforce governance strategies; AND
-Preparing reports, briefings, or recommendations for internal leadership or external oversight organizations (e.g., OIG, OPM, GAO).
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.
