We are seeking a Technical Manager, Regulatory Engagement to provide senior-level expertise and people leadership within our Gas Distribution business. In this role, you will lead federal and state pipeline safety compliance efforts, helping the organization navigate complex regulatory requirements while safeguarding operational integrity and public safety.

What You Will Do:

  • Monitor regulatory changes and updates, assess their impact on the organization, review, interpret and document Gas Distribution updated regulatory requirements and advise Senior Leadership of regulatory updates.

  • Participate in industry forums to monitor and provide guidance on regulatory rulemakings, enforcement issues, and concerns impacting the gas distribution industry.

  • Maintain comprehensive knowledge of regulatory requirements to advise and guide the organization effectively (e.g. Advisory Bulletins, FAQ’s, Interpretations, Enforcement Guidance and Enforcement Actions); develop and implement regulatory strategic initiatives in collaboration with other Business Units.

  • Develop and implement necessary adjustments to pipeline compliance programs, policies, and procedures and collaborate with cross-functional teams to integrate compliance requirements into processes.

  • Support state and federal audits and assessments as subject matter expert to ensure adherence to regulatory requirements; identify gaps and areas for improvement; and prepare and respond to regulatory requests for information from PHMSA and state pipeline safety regulators.

  • Educate employees on compliance requirements, best practices, and the importance of maintaining regulatory standards.

Who You Are:

  • University/College degree in Engineering, Science, Public Policy, Business, or related field.

  • Related university degree and eight‐plus years’ experience OR ten‐plus years of previous field operations experience, OR equivalent mix of formal education and experience.

  • Strong knowledge of DOT, pipeline safety regulations, and industry standards.

  • Expertise in risk, compliance frameworks, and regulatory interpretation.

  • Experience leading audits, inspections, and incident investigations with a focus on continuous improvement.

  • Strong business acumen with ability to assess and communicate regulatory impacts.

  • Proven leadership, project management, and ability to manage multiple priorities in fast-paced environments.

Preferred:

  • Strong understanding of operations environments with a strategic mindset.

  • Excellent communication and presentation skills; able to influence across all levels.

  • Proven ability to drive process improvements, manage projects, and deliver results.

  • Collaborative team player with strong interpersonal skills.

Working Conditions:

  • The position may require frequent travel to pipeline facilities and regulatory agencies as needed.

  • Moderate to high stress level environment, high risk exposure if data supplied for end users is incorrect.

  • Office environment that requires confidentiality and handling of some very sensitive issues.

  • Customer driven environment that results in frequent interruptions and many time-sensitive activities with multiple stakeholders.

  • High level of accuracy required.

  • Works collaboratively with other team members based on pre-approved project plans with defined objectives.

Physical Requirements include but are not limited to:

Grasping, kneeling, light – moderate lifting (objects up to 20 pounds), reaching above shoulder, repetitive motion, typing, sitting, standing, visual requirement (able to see screens, detect color coding, read fine print), hearing requirement and the ability to sit at a computer for long periods of time.

Ability to: understand, remember and apply oral and/or written instructions or other information, understand complex problems and collaborate/explore alternative solutions, organize thoughts and ideas into understandable terminology, organize and prioritize work schedule on a short-term basis, make decisions which have moderate impact on the immediate work unit and monitor impact outside this area, understand and follow basic instructions and guidelines, complete routine forms, compose letters, outlines, memoranda and basic reports and communicate with individuals via telephone.

Salary:

  • Ranges from $135,100 to $170, 000 USD for US locations based upon candidate’s experience, skills, and internal equity.

  • Applicable compensation policies and guidelines apply to internal candidates.
