Position Summary:

The Compliance Manager serves as the second-in-command of the Compliance Department, supporting the Director in leading, administering, and continuously improving the organization's compliance program. This role helps ensure compliance with applicable laws, regulations, contractual obligations, and internal policies by translating regulatory requirements into practical business processes. The Compliance Manager promotes ethical conduct, supports risk management efforts, and helps align compliance activities with the organization's strategic objectives.

Reporting Relationship:

The Compliance Manager reports to the Director of Compliance and serves as the Director's designee when delegated or during the Director's absence. The position works closely with executive leadership and departments including Legal, Human Resources, Finance, Operations, Internal Audit, and other business units to promote a culture of integrity, accountability, and regulatory compliance.

Essential Responsibilities:

The Compliance Manager will:

  • Assist the Director in establishing departmental priorities, strategic initiatives, and annual compliance work plans.
  • Oversee daily compliance operations, including case intake, monitoring activities, investigations, issue tracking, reporting, policy administration, training coordination, and corrective action follow-up.
  • Interpret applicable laws, regulations, contractual requirements, accreditation standards, and internal policies, providing practical guidance to leadership and staff.
  • Lead or support compliance risk assessments, monitoring activities, and corrective action planning.
  • Coordinate responses to audits, regulatory inquiries, investigations, and requests for information.
  • Develop, maintain, and periodically review compliance policies, procedures, forms, work instructions, and related documentation.
  • Partner with operational leaders to identify compliance risks, evaluate process deficiencies, and recommend practical corrective and preventive actions.
  • Prepare reports, dashboards, metrics, and executive briefings that communicate compliance performance, emerging risks, and organizational trends.
  • Support compliance education through employee training, awareness initiatives, communications, and confidential reporting processes.
  • Serve as a trusted resource for compliance guidance, issue resolution, and appropriate escalation of concerns.
  • Represent the Compliance Department on committees, organizational initiatives, and cross-functional projects.
  • Maintain the highest standards of confidentiality, professionalism, objectivity, and ethical conduct.

Decision-Making Authority:

The Compliance Manager exercises independent judgment within delegated authority to manage day-to-day compliance operations. The position is expected to:

  • Make operational decisions related to compliance activities and department workflow.
  • Prioritize assignments and allocate departmental resources.
  • Initiate compliance reviews and monitoring activities.
  • Recommend corrective actions based on risk assessments and investigative findings.
  • Escalate significant legal, regulatory, financial, reputational, or ethical risks to the Director and executive leadership when appropriate.

Required Qualifications:

  • Bachelor's degree in Business, Public Administration, Law, Compliance, Risk Management, Finance, Healthcare Administration, Safety, or a related field; equivalent professional experience may be considered.
  • Significant professional experience in compliance, risk management, internal audit, legal or regulatory affairs, ethics, investigations, or a related field.
  • Demonstrated ability to interpret laws, regulations, policies, standards, and contractual requirements and apply them within an operational environment.
  • Experience leading projects, managing multiple priorities, and coordinating work across departments.
  • Experience supervising, mentoring, or providing functional leadership to professional staff.
  • Excellent written and verbal communication skills, including the ability to prepare policies, reports, presentations, and executive briefings.
  • Strong analytical skills, sound judgment, discretion, and the ability to manage confidential information.

Preferred Qualifications:

  • Advanced degree or professional certification in compliance, ethics, auditing, risk management, legal studies, or a related discipline.
  • Experience developing or enhancing an organizational compliance program.
  • Experience with compliance risk assessments, monitoring plans, investigations, corrective action management, and executive or board reporting.
  • Experience using compliance management systems, case management software, learning management systems, audit software, or data visualization tools.

  • Policies, procedures, and training materials remain accurate, current, and accessible.
  • Compliance risks are effectively identified, communicated, and addressed.
  • Audits, investigations, monitoring activities, and corrective actions are completed thoroughly and on schedule.
  • Department operations continue efficiently during leadership absences and periods of increased workload.
  • Business partners recognize the Compliance Department as responsive, collaborative, practical, and independent.

Working Conditions:

This position is based onsite in Beloit, Wisconsin, within a professional office environment. Occasional travel, extended work hours, and availability during investigations, regulatory inquiries, audits, or other significant compliance matters may be required.
