Uniformed Security Compliance Officer

This position serves as a vital part of the VA Police Services often serving as the face of the VA and as the first person a Veteran orvisitor encounters when entering a VA facility. The incumbent provides security and assistance to Veterans, patients, employees, contractors, volunteers, affiliates, visitors, and others who frequent VA facilities daily. • Ensuring compliance with law enforcement policies designed to ensure the preservation of the public peace, the protection of life and property, and the prevention of crime.
• Reviews of all law enforcement and security directives and manuals to ensure the information contained there is accurate and up to date.
• Conducts assessments of policy compliance to identify program weaknesses and areas requiring improvements and recommends changes to management.
• Advises the local Chief of Police on policy and compliance issues related to law enforcement and security programs
• Provides guidance on interpretation and implementation of new and revised policies, regulations and procedures pertaining to law enforcement.
• Analyzes and evaluates the effectiveness of law enforcement activities compliant to applicable agency law enforcement operating procedures and guidelines.
• Assures compliance of police operations with appropriate requirements and develops strategies for improving police functions
• Participates in work groups, committees and task forces in the research, collection and reporting of compliance data.
• Analyzes data to detect unsatisfactory trends or weaknesses in the law enforcement and security program.
• Develops trend reports as they relate to data analyzed and develops recommendations for implementation
• Plans, designs and implements an overall risk management process for the organization, including analysis of the financial impact when risks occur.
• Adapts existing analytical methods and techniques to specific issues and develops new approaches to resolve complex productivity problems and issues.
• Providing recommendations in the development, and periodic updating of local law enforcement and security policy.
• Serves as the local facility lead for the development of law enforcement and security policy.
• Participates in short- and long-range strategic planning designed to incorporate improvements and lessons learned into program operations
• Develops and revised implementing procedures to improve the effectiveness and efficiency of police operations.
• Serves as the local liaison with other agencies conducting audits of law enforcement and security programs.
• Manages all audit findings by monitoring corrective actions, reviewing recommendations for corrective actions, and ensuring deadlines are met.
• Audits work practices, providing guidance and recommendations, and presents findings and corrective actions.
• Briefs management on the results of audits or reviews, highlighting any unsatisfactory trends or conditions.
• Establishes study methods and techniques to be used in complex studies and audits of police operations.
• Manages the local Police department's accreditation process and maintains accreditation files.
• Revises department policy and procedures manuals and catalogs to ensure standard operating procedures are reliable and up-to-date.
• Develops, writes, revises, and manages the Police Service catalog of policies and forms to meet accreditation standards.
• Monitors special revenues budget, contracts and fees associated with accreditation.
• Employs advanced qualitative and quantitative techniques to improve the efficiency of internal administrative operations, organizations, or management.
• Responds to highly dangerous and active crimes in progress and makes independent decisions to take/direct/coordinate immediate steps to preserve life and property.

• Advises individuals of their (Miranda, Weingarten, Garrity, etc.) rights, and protects the constitutional and civil rights of person.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: M-F 08:00am-4:30 pm, with Flexible hours to meet the needs of the agency

You may qualify based on your experience and/or education as described below:

GS-09 SPECIALIZED EXPERIENCE: One (1) full year of specialized experience equivalent to the GS-7 grade level in federal service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Security Specialist -Uniform Compliance Officer. Qualifying specialized experience includes: Experience in ensuring compliance with law enforcement policies designed to ensure the preservation of the public peace, the protection of life and property, and the prevention of crime; Skilled in applying analytical and evaluative methods and techniques in implementing policy and program requirements; Analyzing data to detect unsatisfactory trends or weaknesses in the law enforcement and security program; Assists in developing policy based on regulatory requirements and national program guidance; and Empathizes, engages, and communicates with all individuals encounter to ensure a positive outcome and the safety of the facility and all its occupants. EDUCATION: Successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. COMBINATION: Successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

GS-11 SPECIALIZED EXPERIENCE: One (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Qualifying specialized experience includes: Experience in ensuring compliance with law enforcement policies designed to ensure the preservation of the public peace, the protection of life and property, and the prevention of crime; Expert in law enforcement rules, regulations, and guidelines applicable to the medical center security programs and operations; Employs advanced qualitative and quantitative techniques to improve the efficiency of internal administrative and organizational operations; Skilled in applying analytical and evaluative methods and techniques in implementing policy and program requirements; and Experience developing processes to evaluate program benchmarks and apply strategies to improve program outcomes based on audits and program review findings. EDUCATION: Successfully completed three (3) years of progressively higher-level graduate education leading to a Ph.D. degree, LL.M., or equivalent doctoral degree in the related field of the position to be filled. The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Driver's License Requirement: Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. Applicants are required to pass agency Government Vehicle Drivers physical examination. Firearm Requirement: VA Police Officers are required to carry agency-approved firearms while on duty on VA property. Officers must achieve and maintain qualification/certification with the agency-approved firearms as condition of gaining and continuing employment as a Police Officer. Applicants must be able to possess firearms under the terms of the Gun Control Act of 1968, as amended (18 U.S.C. 922(g)(9).

Physical Demands and Work Environment: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office. May require occasional travel.
