SUMMARY OBJECTIVE:

 

The Risk Management Analyst supports the County's enterprise risk management program through analysis, oversight, and coordination of key risk-related activities. This includes administering and managing the County’s insurance portfolio, reviewing insurance and contractual risk requirements and assisting with claims handling and risk mitigation efforts.

Work is performed under general supervision, reporting directly to the Risk Manager.

 

ESSENTIAL FUNCTIONS:

 

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

 

  • Administer the County's insurance programs, including coordinating annual insurance renewals, preparing applications, collecting underwriting information, and maintaining relationships with insurance brokers and carriers.
  • Analyze insurance coverage, claims data, operational risks, and contractual exposures to identify trends, recommend mitigation strategies, and support enterprise risk management initiatives.
  • Review contracts, agreements, and vendor documentation to verify appropriate insurance requirements and risk transfer provisions.
  • Coordinate, process, monitor, and maintain insurance claims, including documentation, data entry, investigation support, and coordination with third-party administrators, insurers, and legal counsel.
  • Review, approve, and track Certificates of Insurance (COIs) to ensure compliance with County insurance requirements and contractual obligations.
  • Assist with recovery, reimbursement, and subrogation activities by coordinating documentation, monitoring claim status, and tracking recoverable funds.
  • Prepare reports and analyze claims, loss history, insurance premiums, and risk trends for management, auditors, insurers, and internal stakeholders.
  • Maintain complete and accurate electronic and physical records related to insurance policies, claims, incidents, contracts, and risk management activities.
  • Assist in developing and delivering safety education, training materials, and risk management resources for County departments.
  • Support community outreach initiatives, special projects, and organizational safety campaigns as assigned.
  • Conduct operational risk assessments and assist departments in identifying, evaluating, and mitigating enterprise risks.
  • Respond to inquiries from County departments regarding insurance coverage, claims procedures, contractual insurance requirements, and risk management practices.
  • Collaborate with the Risk Manager in developing and implementing enterprise risk management initiatives that improve operational efficiency, reduce losses, and support organizational objectives.
  • Monitor compliance with applicable laws, regulations, policies, and insurance requirements.
  • Perform related duties and special projects as assigned.

 

 

KNOWLEDGE, SKILLS, AND ABILITIES:

 

  • Knowledge of risk management principles, insurance administration, claims management, contract review, and loss prevention practices.
  • Knowledge of enterprise risk management principles, risk assessment methodologies, and data analytics used to identify trends and recommend mitigation strategies.
  • Knowledge of commercial insurance coverages, Certificates of Insurance, and contractual risk transfer requirements.
  • Ability to analyze claims, insurance data, and loss trends to identify risks and recommend solutions.
  • Strong organizational and project management skills with the ability to prioritize multiple assignments and meet deadlines.
  • Excellent verbal and written communication skills with the ability to effectively interact with employees, vendors, brokers, insurers, attorneys, and external agencies.
  • Ability to interpret contracts, policies, procedures, and regulatory requirements.
  • Proficiency in Microsoft Office Suite, including Word, Excel, Outlook, and PowerPoint.
  • Experience maintaining electronic databases, records management systems, and risk management software.
  • Ability to prepare reports, maintain accurate documentation, and present information clearly.
  • Strong organizational skills and attention to detail, with the ability to manage multiple tasks and deadlines.
  • Strong analytical, problem-solving, and critical thinking skills.
  • Ability to exercise sound judgment, maintain confidentiality, and demonstrate professionalism and integrity.
  • Ability to work independently while contributing effectively as a member of a collaborative team.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

 

 

  • Requires a bachelor’s degree in risk management, business administration, public administration, or a closely related field.

 

  • Requires three (3) years of progressively responsible professional experience in risk management, insurance administration, claims management, insurance operations, contract administration, or a related analytical field.

 

SPECIAL CERTIFICATIONS AND LICENSES REQUIREMENTS:

 

  • Must possess and maintain a valid North Carolina State Driver’s License with an acceptable driving record.

 

PREFERRED QUALIFICATIONS:

 

  • Associate in Risk Management (ARM) certification.
  • Associate in Claims (AIC) certification.
  • Certified Risk Manager (CRM) certification.
  • Chartered Property and Casualty Underwriter (CPCU) certification.
  • Credentials in claims or underwriting are highly valued.

 

 

PHYSICAL DEMANDS:

 

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

 

  • Performs medium work that involves walking, standing, stooping, jumping, lifting, digging, pushing and raising objects and also involves exerting between 20 and 50 pounds of force on a regular and recurring basis and 50 to 100 pounds of force on an occasional basis.

 

STANDARD CLAUSES:

 

May be required to work nights, weekends, holidays and emergencies (man-made or natural) to meet the business needs of Durham County.
