Health System Specialist (Corporate Compliance Investigator Coordinator)

The primary purpose is to: Serves as the Corporate Compliance Investigator Coordinator (CCIC) covering all areas within NTXHCS. The CCIC is responsible to coordinate and oversee all incoming requests for investigation(s) and/or fact finding(s) related to Administrative Investigative Boards (AIB), Office of Accountability and Whistleblower Protection (OAWP), Office of Inspector General (OIG), Office of General Counsel (OGC), Government Accountability Office (GAO), Equal Employee Office (EEO). NOTE: If your school was accredited at the time of graduation but is no longer listed on the website, you must provide documentation of accreditation with your application packet. Duties may include but are not limited to:
  • CCIC coordinates, determines, evaluates, and conducts assessments for investigation(s) and/or fact finding(s) regarding Administrative Investigative Boards (AIBs) related to both clinical and non-clinical issues and, upon approval of the Director, will organize and implement investigation(s) and/or fact finding(s) AIB actions. CCIC will direct the assignments of the AIB Charge Letters to assigning AIB Team members and support staff in completing the AIB. The CCIC will also coordinate in setting up the required resources (i.e. - supplies, interview rooms, Control Fund Point (CFP) management, scheduling interviews, obtaining and paying for a Court Reporter, etc.). CCIC will complete and provide a final written report to the Director or the requesting Executive Leadership Team member or Service Chief regarding the outcome of those investigation(s) and/or fact finding(s).
  • As member of the Business Office, the incumbent will have knowledge of and/or be involved in investigative and compliance activities of a highly sensitive nature. Will perform audit analytical and evaluative work associated with the Business Office Program activities as well as the extraction and collection of the data for analysis. Identifies needs, potential problems, and develops actionable recommendations by working closely with the Chief, Business Office, and other Health Care staff.
  • As the CCIC is the primary staff member designated to coordinate and perform investigation(s) and/or fact finding(s), the CCIC has the responsibility of program oversight. As needed and when applicable, CCIC can delegate investigations and/or Fact Findings to other AIB members, Service Chiefs, and Business Office (BO) staff. CCIC is responsible to collaborate with OGC, EEO/HPP, and ELR/HR in developing and maintain investigation(s) and/or fact finding(s) final summaries. CCIC ensure final summaries, investigation(s) and/or fact finding(s) questions follow the CCIC program templates. CCIC is responsible to adjust all program templates as directed by OGC, EEO/HPP, and ELR/HR or as necessary.
  • Develops programs to ensure that investigation(s) and/or fact finding(s) are planned and executed in a manner that captures any unsatisfactory conditions and elements to be identified and reported in a manner that allows for action by NTXHCS Leadership. Develops databases and spreadsheets for tracking and trending results of investigation(s) and/or fact finding(s) to identify patterns that may be indicative of system-wide issues. Identifies indicators, progress measures, objectives and emphasis areas that are potentially non-compliant per the VHA rules and regulations.
  • Oversees the development and implementation of regular and effective education and training for all NTXHCS employees on issues relating to conducting fact findings and investigations. CCIC collaborates with OGC, EEO/HPP, and ELR/HR in developing and providing investigation(s) and/or fact finding(s) trainings. CCIC leads and assists ELR/HR in the performance of training, in-services, and other educational activities to staff on topics of Fact Findings, Investigations, and investigation reports including report formatting for submissions to external agencies and offices.
  • Regularly reviews feedback from provided trainings, training attendees, Service Chief comments, updates to VHA and station policies to ensure compliance within the local NTXHCS Fact Finding training process. The CCIC will implement changes and modification as needed based on this received feedback. CCIC will ensure they are regularly review updated VHA directives, and NTXHCS policies. Attention to detail is essential and critical in this position.

Physical Requirements and Work Environment: The work is mostly sedentary. Occasionally, light physical effort may be required, such as that involved with walking, stair climbing, and carrying of light office items. The work is performed in an office setting which require normal safety precautions typical for offices and meeting rooms. The work area is adequately lighted, heated, and ventilated. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/31/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., (if related) in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level.

Special Provision for Inservice Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
  • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
  • Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
  • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
