Health System Specialist - Corporate Compliance Investigator

This position is located within the Veterans Health Administration (VHA), VAMid-Atlantic Health Care Network (VISN 6), Durham VA Health Care System (DVAHCS), Durham, North Carolina. The position serves as a Corporate Compliance General Investigator (CCGI) covering all areas within DVAHCS. The position reports directly to the Supervisory Health System Specialist (Corporate Compliance Chief) who reports to the Executive Director, DVAHCS. Major Duties and Responsibilities of the Health Systems Specialist - Corporate Compliance Investigator include but are not limited to the following:

Oversight and Coordination of Corporate Compliance Investigations: The position supports the Corporate Compliance Investigations Coordinator and Corporate Compliance Chief. The position coordinates, determines, evaluates, and conducts assessments for investigation(s) and/or fact finding(s) related to both clinical and non-clinical issues and, upon approval of the Director or convening authority, organizes and implements investigation(s) and/or fact finding(s) actions.
  • Supports fact finding team members and support staff in completing the investigation.
  • Coordinates setting up the required resources (i.e., supplies, obtaining interview rooms, Control Fund Point (CFP) management, submitting court reporter requests, scheduling interviews, etc.).
  • Complete and provide a final written report to the Chief of Corporate Compliance, the Executive Director or the requesting Executive Leadership Team member or Service Chief regarding the outcome of those investigation(s) and/or fact finding(s).
  • Identifies needs, potential problems, and develops actionable recommendations by working closely with the Corporate Compliance Chief and other health care staff.
  • Responsible for overseeing all incoming requests for investigation(s) and/or fact finding(s) related to AIB, OAWP, OIG, OGC, GAO, HPP, and internal staff issues not resolved at the service level.
  • Assists with the coordination of the investigation of complaints, allegations, seeks out and questions witnesses and suspects, takes statements, documents interviews, and makes recommendations in coordination with leadership and Employee Labor Relations / Human Resources (ELR/HR).
  • Plans and conducts investigations related to alleged or suspected violations of administrative policies/procedures, making appropriate referrals to VA Police and/or VA OIG if suspected violations of criminal laws
  • Prepares reports and compiles responses for Executive Leadership, Service Chiefs, OAWP, OIG, OGC, HPP, ELR/HR, and others as needed.
  • Leads and/or facilitates coordination of investigations of alleged administrative misconduct, patient abuse, and other improprieties as directed by Corporate Compliance Chief or other Executive Leadership. . The position ensures Union Officials are informed of investigation(s) and/or fact finding(s) involvement of members of their respective bargaining units
Investigation Data Compilation and Analysis: The position supports Corporate Compliance Chief by developing programs to ensure that investigation(s) and/or fact finding(s) are planned and executed in a manner that captures any unsatisfactory conditions and elements to be identified and reported in a manner that allows for action by DVAHCS Leadership
  • Develops databases and spreadsheets for tracking and trending results of investigation(s) and/or fact finding(s) to identify patterns that may be indicative of system-wide issues.
  • Identifies indicators, progress measures, objectives and emphasis areas that are potentially non-compliant per the VHA rules and regulations.
  • Provides quarterly reports to the Executive Leadership Team indicating identified trends regarding investigations, allegations, and changes within AIB, OAWP, OIG, OGC, GAO, HPP processes to ensure compliance and to develop and modify any necessary changes.
  • Provides quantitative and qualitative analysis of findings obtained investigation(s) and/or fact finding(s), and other compliance areas as directed

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade .You may qualify based on your experience and/or education as described below:

For the GS-11 Grade Level:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: ability to review complaints and determine the most appropriate method of investigation; experience with creating, implementing, and presenting program policies or training materials; and experience with conducting fact finding investigations and/or administrative investigative boards. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree OR three (3) full years of progressively higher level graduate education leading to such a degree, Or LL.M in the related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college, or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. NOTE: Doctorial level transcript is required if this response is selected.. OR,
  • Combination: Applicants may also have an equivalent combination of successfully completed graduate level (beyond a master's degree) and specialized experience as described above to meet total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required when visiting different sections of the health care system for meetings or fact-finding.
