Airport Compliance Specialist

This position is located in the Office of Airports, Regional Airports Division.  The incumbent serves as the Airports Compliance Specialist responsible for assessing and evaluating complaints in accordance with 14 Code of Federal Regulation (CFR) Part 13, of non- compliance with applicable laws, policies and procedures related to the terms and conditions of federal land transfers and federal grant obligations that include airport rates, charges, and revenue diversion.

Education may not be used to substitute experience.

Performs multiple, varying, and complex assignments under the limited direction of a manager, project/program manager, team leader, or more experienced technical specialist. May act as a contributing specialist on large work activities or as a team leader for single or small work activities.

Applies experience and advanced technical knowledge applicable to his/her discipline to accomplish assignments and to develop plans and techniques to improve programs and policies. Understands how his/her technical area interacts with or is affected by other disciplines and considers the objectives of the major subdivision and LOB/SO when developing, integrating, and implementing solutions to diverse, complex problems. Researches, analyzes and provides information to officials in the airports division, public agencies, municipalities, airport sponsors, and general public on the intent of applicable laws, regulations, policies, and standards as they relate to the use of airport revenue as required in the Federal Aviation Administration (FAA) Revenue Use Policy (64 Federal Register, 7696 (February 16, 1999)). Provides technical advice, guidance, and assistance to the airports division employees, government agencies, airport consultants, aviation industry representatives, airport sponsors, and the public on Federal regulations and FAA policy and goals related to the airport compliance program.

Defines, plans, and organizes assigned resources to accomplish organizational objectives. Allocates resources to accomplish small work-activities within established schedules. Researches, compiles and provides information to field offices, government agencies, airport consultants, aviation industry representatives and public on federal regulations and FAA policy, including but not limited to Part 13 and FAA Order 5190.6, Airport Compliance Requirements. Conducts Land Use Compliance Inspections at Federally obligated airports, prepares land use compliance reports, tracks progress of sponsor corrective actions through completion, reviews sponsor corrective action plans for compliance with obligations and resolution of findings, provides follow up actions on Land Use Compliance Inspections, and coordinates information on land use audits with ACO-100.

Established policies/procedures provide guidance for most assignments, but allow considerable discretion to select the most appropriate approach or to recommend new approaches. Assignments typically require solutions that are to be derived by interpreting and extrapolating from situations that were faced in the past. Provides recommendations to improve work processes. Provides information on Part 13 conclusions to assist Headquarters personnel on 14 CFR Part 16 complaints and provides follow up on Part 16 corrective action plans. Researches, analyzes and reviews airport audits reported under the Department of Transportation, OIG and Office of Management and Budget Circular A-133 (single audit); and resolves any outstanding issues and findings. Monitors and enforces obligations in order to protect the public interest in civil aviation and achieve compliance with federal laws.  This includes the investigation and completion of Part 13 informal complaints filed against airports for alleged violations of various federal laws, regulations, and grant assurances. Applies Federal Law and FAA Policy, and conducts complex analysis to determine if an airport sponsors¿ actions are consistent with its federal obligations.

Performs investigations and writes reports that substantiate findings and if necessary could be used as a basis for administrative or legal action.  Provides in-house training to junior and entry-level professionals within the division.

Work is reviewed periodically, typically at major milestones and at completion, for technical compliance and alignment with the requirements of the project or other work activity.

To qualify for this position at the I pay band level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent at the next lower level, FV-H, FG/GS-12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position.

Specialized experience is: Experience in the application of the policies and principles pertaining to aspects of airport operations (e.g., airport planning, airport management, airport compliance, or business law) sufficient to provide advice and guidance to officials in various Lines of Businesses/Staff Offices (LOBs/SOs). Experience in conducting investigations and writing reports sufficient to substantiate findings.

In addition to the qualification requirements listed above, the following has been determined to be a Selective Placement Factor for this position: Knowledge of laws and regulations in the areas of aviation law, aviation finance, aviation planning, aviation management, airport compliance programs, including terms and conditions of federal land transfers and federal grant obligations.
